The Pencil wasn't destroyed at the end of Prismatic, just lost; hence, it still exists as a massive energy source.
For some reason, Spherians seem to have a particularly large attachment to the resulting energy, and can sort of use it to overclock given abilities to a large extent (Mikkau's flight goes up almost to continuous warp speed, the limits on Elliot's shapeshifting are done away with almost entirely, Sterling can rip apart an entire battleship and throw pieces about a mile away, Julien for once might actually be able to time travel without abusing relative universe timeframes, Tobias goes from being a technophile to having full technomancy... and so on.)
Basically the only downside this seems to have is an effective massive-speed 'MP' drain, and various aftereffects normally experienced with losing all your stamina that quickly. At some point, I should add some sort of worse effect, but considering it'd only be hanging around in the hands of a Spherian for a rather short amount of time... maybe it wouldn't need one.
Also for some reason, among aforementioned Spherians, telekinesis or some variant seems to be quite popular. I don't know why. ... Very likely the Astronomer Royal.
